Awards & Scholarships

O'Neill offers scholarships and fellowships to graduate students based on academic achievement, civic engagement, and financial need. Graduate assistantships are also available to full-time students.

The priority deadline for O'Neill scholarships is March 1st.

Scholarship details

C. Michael Pitts Scholarship
This award was established in memory of C. Michael Pitts, who served as an associate professor for O'Neill in labor relations and mediation for many years before his death in 2002. It is for IUPUI O'Neill students seeking an MPA and who have an interest in pursuing a career in public service or the nonprofit sector. Applicants must have a 3.0 grade point average, be a resident of the state of Indiana, and demonstrate financial need.

Carl and Lisa Schoedel Scholarship
Two $2,500 scholarships will be awarded to MPA students in good academic standing.

Community Corps: My Community, My Vision Fellowship
My Community, My Vision is a youth-based policy and planning partnership between the Indiana Housing and Community Development Authority and IUPUI O'Neill’s graduate program.

Local units of government and high school student groups or Mayor’s Youth Councils will work in partnership with a O'Neill IUPUI graduate student mentor to create a youth-driven community vision plan and a project. The O'Neill mentor will craft the vision plan based on the students’ ideas for their communities.

The MCMV program year will be from September to April. The O'Neill IUPUI mentor will be responsible for leading and attending regular meetings with the high school groups, leading the creation of the plan and facilitating the initial implementation of the project in the community. Cory R. Elson Scholarship
The Cory R. Elson Scholarship was established for fallen Indiana State Trooper, Cory Elson by his wife, Amy. This scholarship provides recognition and financial support to criminal justice students who wish to pursue a career in policing. To apply, students must demonstrate financial need and have at least a 2.6 cumulative IU GPA.

Greg Lindsey Academic Scholarship
Established to honor former O'Neill IUPUI Executive Associate Dean Greg Lindsey. The Greg Lindsey Academic Scholarship supports an undergraduate or graduate O'Neill student. To apply, students must demonstrate financial need and have at least a 3.0 cumulative IU GPA. 

Johnson Community Service Fellowship
Awarded to an MPA student in O'Neill. Recipients will have a minimum 3.0 GPA, demonstrated financial need, interest in pursuing a career in public service or not-for-profit sector, and is a current resident of the state of Indiana. Students must demonstrate their record of community service and complete an internship (approved by a O'Neill faculty member) with a community nonprofit organization or governmental agency.

Lawrence M. Borst Fellowship
This unique fellowship provides financial support for a talented O'Neill graduate student to gain experience with the Indiana Senate, specifically in finance and budgetary analysis and programs. This one-year experience requires a commitment of 20 hours per week during the fall semester, with the student typically enrolled as a full-time graduate student. The approximate award for the fall semester is $3,300. The spring semester requires a full-time commitment, so the student may register in a practicum course but take no other classes. During the spring semester, the Borst Intern will be paid at the rate earned by other interns, approximately $350 per week. For more information on the fellowship contact oneillcs@iupui.edu.

Marv Smalley Indiana State Police Scholarship
Scholarships for students enrolled in the O'Neill School of Public and Environmental Affairs at IUPUI who have a minimum GPA of 3.0 on a 4.0 scale and are current or retired Indiana State Police officers or the children, step-children, grandchildren, or step-grandchildren of a current or retired Indiana State Police Officer. The Scholarship is renewable as long as recipients continue to meet the criteria.

O'Neill Alumni Association Scholarship
The O'Neill Alumni Association is proud to sponsor $1,000 scholarships for current O'Neill students. The scholarships will be awarded to undergraduate and graduate students who meet the qualifications. Current O'Neill students returning for the next academic year with a 3.0 GPA or higher are eligible to apply. 

O'Neill Dean's Council Scholarships
The O'Neill Dean's Council is proud to sponsor scholarships ranging from $1,000 to $5,000 for current O'Neill  IUPUI students. The scholarships will be awarded to undergraduate and graduate students based upon major.

O'Neill School Making a Difference Internship Scholarship
Scholarships for undergraduate or graduate students in the O'Neill School of Public and Environmental Affairs at IUPUI who have secured unpaid or low-paying internships at nonprofit, public, or private organizations lasting a minimum of eight weeks or 80 hours. A low-paying internship would be defined as a wage and/or stipend that is lower than minimum wage, verified by a letter from their internship supervisor. Preference will be given to students participating in an unpaid internship. The scholarship is not renewable.

Paul H. O'Neill Fellowships
Fellowships established by Paul H. O’Neill to create a cadre of master's, doctoral, and post-doctoral students known for and highly sought for their leadership skills and superior problem-solving skills. Recipients will have demonstrated scholarly achievement as evidenced by an excellent academic record, leadership, and initiative through academic and/or extra-curricular achievements, and a commitment to public service and/or environmental science.

Peterson Fellows Program Scholarship
This unique fellowship provides financial support for a talented SPEA graduate student to gain experience with the City of Indianapolis Mayor's Office. Support for one graduate student annually in who is interested in a career in public service, has been selected for an internship with the City of Indianapolis's Mayor's Office, and is in good academic standing as determined by the Scholarship Committee. The Scholarship amount will be $15,000 over 3 semesters while recipient serves their internship. For more information on the fellowship contact oneillcs@iupui.edu.
 
Robert E. Martin Scholarship
Scholarships will be awarded to a first or second year MPA graduate student in O'Neill. This award is for students who have an interest in public management and/or financial management. Applicants must have a 3.0 grade point average and demonstrate financial need. Preference will be given to residents of Indiana.

Tom and Pat DeCoster Scholarship
Award of support for a first or second year graduate student in O'Neill. Student may be attending full or part time. To be eligible, a student must be a single parent and have a cumulative GPA of 3.0.

World Police and Fire Games Scholarship
Current full-time and retired police officers and firefighters in the state of Indiana are eligible to receive money to support undergraduate or graduate coursework at IUPUI. Scholarships range from $500–1,000 annually.

Graduate Student Assistantships
O’Neill IUPUI hires dozens of graduate students to work with our faculty members in a research capacity every academic year. Graduate Assistants work 20 hours per week and receive tuition remission, some fees, student health insurance, and a stipend of around $9,000 that is paid out monthly over the academic year. Student Research Assistants work up to 20 hours per week and receive a competitive hourly rate roughly equivalent to $10,000 per academic year. Both positions are competitively awarded.
