The Indiana University Public Policy Institute and Executive Education program at Indiana University’s School of Public and Environmental Affairs (SPEA) at IUPUI deliver public service along with innovative academic programs.
The IU Public Policy Institute is a collaborative, multidisciplinary research institute within SPEA. Leaders and citizens need objective and data-driven information to make good decisions. The IU Public Policy Institute provides that information. No spin. No agenda. No party affiliation. Just unbiased information that is based on research and expert analysis. It's a rare commodity in today's world, but it's essential to setting the right course for our communities and our state.
Today, IU Public Policy Institute researchers—who also serve as faculty for SPEA—conduct studies critical to the vitality of Indiana and its communities. Historically, its main topics of research have included:
- Economic development
- Tax and finance
- Criminal justice
- Public safety
- Housing and community development
- Land use and environment.

The Executive Education Program works with government entities, nonprofit agencies and the private sector to prepare leaders and managers to meet today’s challenges and prepare for tomorrow’s opportunities.
The Indiana University Executive Education Program was founded in 1979 and is offered in the School of Public and Environmental Affairs (SPEA). The program offers credit and non-credit courses to strengthen professional practice in the public and nonprofit sectors.
Graduate-level programs include the Master of Public Affairs (MPA), the Public Management Certificate (PMC), Nonprofit Management Certificate and Homeland Security and Emergency Management Certificate. To date, the Executive Education Program has awarded more than 900 Public Management Certificates and more than 300 Masters in Public Affairs degrees in programs for clients including the Naval Surface Warfare Center, Crane Division.
In a partnership with The Fund Raising School (TFRS) at the Lilly Family School of Philanthropy, Executive Education offers the Certificate for Nonprofit Executive Leadership (CNEL), a non-credit certificate designed for mid-level and upper-level nonprofit leaders and those aspiring to leadership positions in all areas of the nonprofit sector. This four-class series is offered online and in-person, and can be customized for a nonprofit organization to offer as part of its own professional development program.
SPEA's Executive Education Program also provides customized leadership and management programs for national and local clients, such as The American Association of State Highway and Transportation Officials (AASHTO) and the Indiana Hospital Association (IHA). With AASHTO, we conduct The National Transportation Leadership Institute—one of the most influential transportation management programs in the nation. With the IHA, we conduct the Health Care Management Institute, which has served more than 1500 professionals since 1990. We also offer customized leadership programs for the Indiana Department of Child Services, through a partnership with the Indiana University School of Social Work.
